Question:

My Grandfather served in the Merchant Marines and he needs healthcare. He does not have insurance and he does not currently qualify for any public assistance. Is he eligible for VA healthcare?

Answer:

Generally speaking the answer is usually “no.” The only exception to this is if your Grandfather served in the Merchant Marines during World War II in the active military service. If he served in the Merchant Marines in the Oceangoing Service from December 7, 1941 to August 15, 1945 he might be eligible for VA healthcare and other benefits if he meets all other eligibility requirements.
