VetsFirst supports programs that help veterans with disabilities remain in their communities. The VA’s Home Improvements and Structural Alternations (HISA) program provides for the improvements and structural alterations that veterans need to allow them access to their homes.

Veterans with service-connected disabilities who need improved access due to their service-connected disability or who have a service-connected disability rated at 50 percent or higher but need improved access due to a non-service connected disability are eligible to receive up to $6,800 in HISA benefits. Veterans without service-connected disabilities who are registered in the VA health care system may receive up to $2,000.

The HISA program is administered by the VA’s Prosthetics and Sensory Aid Service. Eligibility is based on a medical determination of need for the improvements or alterations.

HISA can help veterans with improvements and structural alterations that include, but are not limited to: allowing accessibility to a residence; improving accessibility to kitchens and bathrooms; and lowering electrical outlets. HISA does not help with building walkways to outside buildings or decking larger than 8’ x 8’.

To apply for the HISA grant, eligible veterans must complete VA Form 10-0103 (Veterans Application for Assistance in Acquiring Home Improvement and Structural Alterations) and submit a medical justification letter along with any plans, drawings, or bids. If a veteran leases or rents the home, a written statement from the owner of the property authorizing the project is needed.
