Question:

I have been service connected for two conditions at 0% each since March 1993. Starting in 2011, I began to receive compensation for these conditions. Right now, I’m 60% service connected. My question is should I have received compensation at the 10% rate from 1993-2011 for the two conditions rated at that time at 0% each?

Answer:

When a veteran is service connected for two or more separate, noncompensable, permanent service-connected disabilities that interfere with normal employment or the ability to seek normal employment, VA is authorized to assign a 10% disability rating. The veteran cannot be in receipt of disability compensation for any other disabilities in order for VA to pay the veteran at the 10% rate. If you can show proof that between 1993 and 2011 your two disabilities rated at 0% were separate disabilities that interfered with employment, then you may be eligible to receive back pay.
